We did it! We helped the Utah Department of Transportation use Google Earth in conjunction with Navigator and Laptop GPS!
The application is very straightforward. First, UDOT built lines in Google Earth representing various alignment alternatives for Legacy Highway (Weber Segment). Each path had a different color to distinguish it from the others.
Second, Navigator (by Valery Hrunosov and others) was installed and tested in conjunction with Google Earth. During the de-bugging process we learned that you must not have any other programs accessing the real-time GPS data coming from the USB GPS unit. For us, this meant turning OFF MS Streets and Trips and the diagnostic tool for the GPS unit.
Third, a wireless air card was installed into the laptop so that it could receive the streaming GE imagery while in the field. There was a "fetching" error that we received occasionally. To get rid of the error, you must DELETE the network link folder that is blinking red or yellow. Don't worry; the folder will return automatically.
This breakthrough opens up field data collection immensely. The cost is very low as far as the equipment goes, if you already have a laptop.
